The public is invited to speak for up to three minutes on any subject of which the City of Weston has authority. However, no discussion or action, by law, may be taken on the topic unless the item is on the agenda or until properly posted on a future agenda, other than to make statements of specific factual information in response to a citizen's inquiry or to recite existing policy in response to the inquiry.

a.    Consider and act to approve Change Order #1 for the Apparatus Purchase Agreement between the City of Weston/Weston Fire Department and Fire Trucks of Texas dated January 28th, 2026. (Mayor)


b.    Consider and act on any item in Executive Session, if needed.

7. DISCUSSION ITEMS

a.    Discussion and update on Forensic Audit final report. (Mayor)


b.    Discussion and update on Financial and Accounting overhaul. (Mayor/Gradient)


c.    Discussion and update on Municipal Audits. (Mayor/Gradient)

8.    COUNCIL AND MAYOR ANNOUNCEMENTS/COMMENTS

9.    EXECUTIVE SESSION

Pursuant to Texas Government Code, Annotated, Chapter 551, Subchapter D, Texas Open Meetings Act (the “Act”), Council may recess into Executive Session (closed meeting) to discuss any of the items identified in this agenda, or any of the items identified below, concerning one or more of the following:


a. Tex. Gov’t Code § 551.071 - As authorized by Chapter 551, Section 551.071, of the Texas Government Code (Consultation with City Attorney), this meeting may be convened into closed Executive Session for the purposes of seeking confidential legal advice from the City Attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the City Attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.


i. To consult with the City Attorney regarding contemplated litigation related to former City Secretary: Suzanne Scott DiNicola.

ii. To consult with the City Attorney regarding resolution of the EEOC complaint filed by Fire Chief.


b. Tex. Gov’t Code § 551.074 - To deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee; or to hear a complaint or charge against an officer(s) or employee(s).

i. Potential candidate for a public works role.

Reconvene into Regular Session and take any action necessary as a result of the Executive Session.

10.    ADJOURN

If during the course of the meeting covered by this notice, the City Council should determine that a closed or executive meeting or session of the City Council or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney is authorized by the Texas Open Meetings Act, Texas Government Cote 551.001 et seq., will be held by the City Council at the date, hour and place given in this notice or as soon after the commencement of the meeting covered by this notice as the City Council may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including but not limited to, the following sanctions and purposes:

551.087 Deliberation regarding Economic Development Negotiations 551.071 Private consultation with the attorney for the City

551.072 Discussing purchase, exchange, lease, or value of real property 551.074 Discussing personnel or to hear complaints against personnel

I, the undersigned authority, do hereby certify that this meeting was posted on the bulletin board at Weston City Hall, a place convenient and readily accessible to the general public at all times, and said notice remained so posted continuously for at least 72 hours prior to the schedule time of said meeting.

RULES OF COURTESY

City Council meetings bring together citizens of many varied interests and ideas. To insure fairness and orderly meetings, the City Council asks that all cellular phones be silenced while City Council is in session.  All persons should refrain from private conversation, eating, drinking and smoking while in the Council Chamber.  Citizens and other visitors attending City Council meetings shall observe the same rules of propriety, decorum and good conduct applicable to members of the City Council.  No one shall delay or interrupt the proceedings, or refuse to obey the orders of the presiding officer.
