4. PUBLIC COMMENT

The public is invited to speak for up to three minutes on any subject of which the Town of Weston has authority. However, no discussion or action, by law, may be taken on the topic unless the item is on the agenda or until properly posted on a future agenda, other than to make statements of specific factual information in response to a citizen's inquiry or to recite existing policy in response to the inquiry.

6. INDIVIDUAL CONSIDERATION ITEMS

  1. Consider and act to approve and authorize the Staffing for Adequate Fire and Emergency Response (SAFER) grant application and the engagement and funding of a grant writer, and authorize the Mayor to take all steps necessary to effectuate the same. (Mayor & Chief Schneider)
  2. Discussion and update on the Weston July 4th Parade & Celebration.
  3. Consider and act to approve and authorize the Mayor to engage and recruit a “Parade Official” volunteer group to assist in planning and execution of the Weston July 4th Parade & Celebration and authorize the Mayor to take all steps necessary to effectuate the same. (Mayor)
  4. Consider and act to approve and authorize the Mayor to solicit and accept corporate sponsorships for the Weston July 4th Parade & Celebration, authorize the Mayor to direct that all sponsorship revenue be deposited into an Event Special Revenue Fund, authorize the Mayor to execute sponsorship agreements on behalf of the City and authorize the Mayor to take all steps necessary to effectuate the same.
  5. Discussion on changing of official name from the “Town of Weston” back to the “City of Weston”. Acknowledging the genuine intent of the prior name change but allowing for a streamlined and efficient future, and preventing additional confusion for official municipal operations. (Mayor)
  6. Consider and act to approve and authorize the Mayor to negotiate and make an offer of employment for the position of City Secretary and authorize the Mayor to take all steps necessary effectuate the same.
  7. Consider and act on any items in Executive Session, if needed.

 

7.    COUNCIL AND MAYOR ANNOUNCEMENTS/COMMENTS

EXECUTIVE SESSION

Pursuant to Texas Government Code, Annotated, Chapter 551, Subchapter D, Texas Open Meetings Act 
(the “Act”), Council may recess into Executive Session (closed meeting) to discuss any of the items identified in this agenda, or any of the items identified below, concern on or more of the following:

Tex. Gov’t Code §551, Section 551.071, of the Texas Government Code (Consultation with Town Attorney), this meeting may be convened into closed Executive Session for the purposes of seeking confidential legal advice from the Town Attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the Town Attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.

  1. To consult with the Town Attorney regarding contemplated litigation related to former City Secretary: Suzanne Scott DiNicola.

 

Tex. Gov’t Code §551.074” To deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee; or to hear a complaint or charge against an officer(s) employee(s).

  1. Candidates for the position of City Secretary.
  2. Potential candidate for a Public Works role.

 

Reconvene into Regular Session and take any action necessary as a result of the Executive Session.

8.    ADJOURN

If during the course of the meeting covered by this notice, the Town Council should determine that a closed or executive meeting or session of the Town Council or a consultation with the attorney for the Town should be held or is required, then such closed or executive meeting or session or consultation with attorney is authorized by the Texas Open Meetings Act, Texas Government Cote 551.001 et seq., will be held by the Town Council at the date, hour and place given in this notice or as soon after the commencement of the meeting covered by this notice as the Town Council may conveniently meet in such closed or executive meeting or session or consult with the attorney for the Town concerning any and all subjects and for any and all purposes permitted by the Act, including but not limited to, the following sanctions and purposes:

551.087 Deliberation regarding Economic Development Negotiations 551.071 Private consultation with the attorney for the Town

551.072 Discussing purchase, exchange, lease, or value of real property 551.074 Discussing personnel or to hear complaints against personnel

I, the undersigned authority, do hereby certify that this meeting was posted on the bulletin board at Weston City Hall, a place convenient and readily accessible to the general public at all times, and said notice remained so posted continuously for at least 72 hours prior to the schedule time of said meeting.

RULES OF COURTESY

Town Council meetings bring together citizens of many varied interests and ideas. To insure fairness and orderly meetings, the TownCouncil asks that all cellular phones or audible beepers be silenced while Town Council is in session.  All persons should refrain from private conversation, eating, drinking and smoking while in the Council Chamber.  Citizens and other visitors attending Town Council meetings shall observe the same rules of propriety, decorum and good conduct applicable to members of the Town Council.  No one shall delay or interrupt the proceedings, or refuse to obey the orders of the presiding officer.
