1.   CALL TO ORDER AND DETERMINATION OF QUORUM

2. PUBLIC COMMENT

  1. The public is invited to speak for up to three minutes on any subject of which the Town of Weston has authority. However, no discussion or action, by law, may be taken on the topic unless the item is on the agenda or until properly posted on a future agenda, other than to make statements of specific factual information in response to a citizen's inquiry or to recite existing policy in response to the inquiry.

3. INDIVIDUAL CONSIDERATION ITEMS

  1. Consider and Accept:
    i. Minutes of the June 11, 2024, and June 25, 2024, Regular Town Council Meeting
    ii. Financial report for June 2024

  2. Presentation by Ms. Lisette Howard, Senior Project Manager, Public Management Inc. regarding the Texas Department of Agriculture Community Development Block Grant Cycle (MPT Richardson)

  3. Consider and Act upon the Community Development Block Grant (CDBG) $750,000 opportunity to include, Procurement Timeline, Budget Allocations, Application Process, and Identifying Specific Project(s) (MPT Richardson)

  4. Quarterly State of the Department update from Weston Fire and Rescue (Chief Schneider)

  5. Public Hearing on the integration of Weston Volunteer Fire Department (Weston Fire Rescue) to a fire department of the Town of Weston. (Mayor)

  6. Consider and Act upon approval of a Memorandum of Understanding between the Town of Weston and Weston Volunteer Fire Department, Inc. regarding the integration of the fire department to a department of the Town of Weston; authorizing the Mayor to execute necessary documents. (Mayor)

  7. Consider and Act on a resolution amending or rescinding Resolution No. 2022-09-03 (MPT Richardson)

  8. Consider and Act on Approval of a Resolution of the Town of Weston, Texas, approving a development agreement pursuant to subchapter G, chapter 212 of the Texas Local Government Code between the Town of Weston and McCollum Estate Holding, LP; Governing the development of approximately 15.359 acres of land, to be named the Oaks of Weston, located jointly within the Town’s territorial limits and extraterritorial jurisdiction; providing for the future annexation of the land; providing for a development plan; authorizing enforcement of land use and development regulations other than those that currently apply within the Town; providing for the design and construction of roadway and utility infrastructure; providing for additional non-substantive provisions; authorizing the Mayor to execute the agreement; and providing and effective date.   9. Consider and Discuss Employee Benefits, Beam Dental Insurance (MPT Richardson)

  10. Consider and Discuss increasing the Sales Tax of the Town of Weston (Mayor)

  11. Consider and Discuss the FY2024-2025 Proposed Budget (Mayor)

If during the course of the meeting covered by this notice, the Town Council should determine that a closed or executive meeting or session of the Town Council or a consultation with the attorney for the Town should be held or is required, then such closed or executive meeting or session or consultation with attorney is authorized by the Texas Open Meetings Act, Texas Government Cote 551.001 et seq., will be held by the Town Council at the date, hour and place given in this notice or as soon after the commencement of the meeting covered by this notice as the Town Council may conveniently meet in such closed or executive meeting or session or consult with the attorney for the Town concerning any and all subjects and for any and all purposes permitted by the Act, including but not limited to, the following sanctions and purposes:

551.071 Private consultation with the attorney for the City

551.072 Discussing purchase, exchange, lease or value of real property

551.074 Discussing personnel or to hear complaints against personnel

RULES OF COURTESY

Town Council meetings bring together citizens of many varied interests and ideas. To insure fairness and orderly meetings, the TownCouncil asks that all cellular phones or audible beepers be silenced while Town Council is in session.  All persons should refrain from private conversation, eating, drinking and smoking while in the Council Chamber.  Citizens and other visitors attending Town Council meetings shall observe the same rules of propriety, decorum and good conduct applicable to members of the Town Council.  No one shall delay or interrupt the proceedings, or refuse to obey the orders of the presiding officer.
